Abstract

ABSTRAK Nur Khalifa, 17020103041. Implementasi Peraturan Daerah Nomor 17 Tahun 2005 Tentang Bebas Buta Aksara Al-Qur’an Dalam Perspektif Maqashid AlSyariah Di Kota Kendari. dibimbing oleh Dr. H. Ahmad Lc., M.HI. Penelitian ini merupakan penelitian empiris normative yang bertujuan mendeskripsikan Implemetasi Peraturan Daerah Nomor 17 Tahun 2005 dan menganalisisnya dalam Prespektif Maqashid Al-Syariah. Subjek dalam penelitian ini berjumlah 29 Orang. Pada penelitian di menemukan bahwa Peraturan Daerah (PERDA) Nomor 17 Tahun 2005 Tentang Bebas Buta Aksara Al-Qur’an Pada Usia Sekolah dan bagi Masyarakat Islam Kota Kendari belum optimal diimpelentasikan. Dari aspek Peraturan Daerah masih terdapat beberapa kelemahan terutama muatan materinya sehingga menimbulkan multi tafsir dalam penerapannya. Program Bebas Buta Aksara Al-Qur’an baik pada usia sekolah maupun masyarakat islam sebagai wujud implementasinyang baik usia sekolah maupun pada masyarakat Islam. Karena belum adanya indikator Pengukuran keberhasilan program, minimnya sosialisasi dan pengawasan serta belum adanya transparansi anggaran program. Berdasarkan perspektif maqashid syariah, Peraturan Daerah ini sangat penting dan harus diterapkan karena pembelajaran baca tulis al-Qur’an sebagaimana kandungan materinya merupakan kunci mendasar dalam memahami dan menerapkan isi kandungan kitab suci al-Qur’an sebagai sumber dari segala sumber hukum Islam. Pembuat hukum (syar’i) dalam hal ini pemerintah dan DPRD kota Kendari serta pemangku kepentingan lainnya harus bekerjasama dan terlibat aktif agar Peraturan Daerah memberikan dampak bagi kemaslahatan umat manusia, khususnya umat muslim di Kota Kendari. This research is a normative empirical research that aims to describe the implementation of Regional Regulation No. 17 of 2005 and analyze it in the Maqashid Al-Syariah Perspective. Subjects in this study amounted to 29 people. In the study, it was found that the Regional Regulation (PERDA) Number 17 of 2005 concerning Illiteracy of Al-Qur'an Literacy at School Age and for the Islamic Community of Kendari City was not optimally implemented. From the aspect of Regional Regulations, there are still some weaknesses, especially the content of the material, giving rise to multiple interpretations in its application. The Al-Qur'an Illiteracy Free Program both at school age and in the Islamic community as a manifestation of its implementation, both at school age and in Islamic society. This is due to the absence of indicators for measuring program success, lack of socialization and supervision and the absence of transparency of program budgets. Based on the maqashid sharia perspective, this Regional Regulation is very important and must be implemented because learning to read and write the Koran as well as its material content is the fundamental key in understanding and applying the contents of the holy book of the Koran as the source of all sources of Islamic law. Lawmakers (syar'i) in this case the government and the Kendari City DPRD as well as other stakeholders must work together and be actively involved so that Regional Regulations have an impact on the benefit of mankind, especially Muslims in Kendari City.
