Abstract

ABSTRAK Ade Irma Pratiwi 17020103009 (2017). Program Studi Hukum Tata Negara/Siyasah Institut Agama Islam Negeri (IAIN) Kendari. Implementasi Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan (PKH) di Bimbing oleh Dr. Ahmad Lc., M.HI. Penelitian ini bertujuan untuk mengetahui Implementasi Peraturan Menteri Sosial Nomor 1 Tahun 2018 Tentang Program Keluarga Harapan. Penelitian ini dilakukan di Desa Lalowosula Kecamatan Ladongi Kabupaten Kolaka Timur. Tujuan penelitian ini adalah: 1) untuk mengetahui implementasi Permensos Nomor 1 tahun 2018 tentang PKH di Desa Lalowosula. 2) untuk mengetahui proses pendampingan Program Keluarga Harapan. 3) untuk mengetahui faktor penghambat dan pendukung dalam implementasi permensos nomor 1 tahun 2018 tentang PKH di Desa Lalowosula. Data yang diperoleh melalui data observasi, wawancara dengan beberapa informan serta didukung oleh data sekunder. Metode analisis data yang digunakan melalui reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini menunjukkan bahwa pelaksanaan Program Keluarga Harapan di Desa Lalowosula belum berjalan secara maksimal dikarenakan adanya hal-hal yang belum terpenuhi dalam pengaplikasiannya. Organisasi Program Keluarga Harapan di Kabupaten Kolaka Timur sudah terbentuk kepengurusannya baik ditingkat Kecamatan maupun Kelurahan/Desa. Interpretasi pelaksanaan Program Keluarga Harapan di Kabupaten Kolaka Timur pada umumnya dan di Desa Lalowosula pada khususnya mengacu pada Standar Operasional Prosedur (SOP) yang telah ditentukan oleh Kementerian Sosial. Aplikasi menunjukkan bahwa dalam pelaksanaan Program Keluarga Harapan di Desa Lalowosula belum berjalan secara maksimal. Implementation of The Minister Of Social Affairs Regulation Number 1 of 2018 Concerning The Family Hope Program (PKH) Supervised by Dr. Ahmad, Lc.,M.HI. This study aims to determine the implementation of minister of social affairs regulation number 1 of 2018 concerning the hope family program. This research was conducted in Lalowosula Village, Ladongi District East Kolaka Regency. The purpose of this research is: 1) to find out the implementation of the regulation of the minister of social affairs number 1 of 2018 concering the hope family program in lalowosula village. 2) to find out the process of assisting the family of hope program in the village of lalowosula. 3) to find out the inhibiting and supporting factors in the implementation of social minister regulation number 1 of 2018 concerning the hopeful family program in lalowosula village. Data obtained through interview observation data with several informants and supported by secondary data. Data analysis methods used through data reduction, data presentation and drawing conclusions. The results of this study indicate that the implementation of the family of hope program in the village of lalowosula has not run optimally due to things that have not been fulfilled in its application. Organization of the family of hope program in East Kolaka Regency has formade its management both at the subdistrict and village/village levels. The interpretation of the implementation of the family of hope program in the kolaka timur district in general and the village or lalowosula in particular refers to the standard operating procedures that have been determined by the Ministry of Social Affair. The application shows that the implementation of the family of hope program in the village of lalowosula has not run optimally.
