Abstract

Ministry of National Teacher Certification executed since 2006 in an effort to set standards and improve teacher quality. Teacher certification is done through portfolio assessment for teachers S1/D4 minimally educated, both civil servants and non - civil servants kindergarten, elementary, junior high school, and senior high school / vocational public and private. Teachers who pass will receive a certificate educator, teacher registration number, and the allowance of one-time base salary. In order to know the teacher certification process in 2009 and as a teaching tool for the improvement of the implementation of the program, in 2012/2013 teacher certification study conducted in North Kolaka. The study used a combination of qualitative and quantitative methods. Research conclusions are : 1) pedagogical competencies of teachers who have passed the certification in North Kolaka generally been good, especially on the pedagogical aspects of such an understanding of the learners (88 %), plan the implementation of learning (88 %), evaluation of learning outcomes (84 %), and the development of the learners (76 %). 2) In the aspect of learning technology utilization (44 %) still unwell , it is because most teachers are not able to use and operate the media , especially media -based information and communication technology. 3) In general, the performance of teachers in North Kolaka is good enough because of the results achieved by the teachers at the school in the planning, implementation, evaluation and disciplinary duties. Walking with the existing responsibilities of the profession that has the ability to score or performance. 4 ) In general, the results or the value of performance is the result of the teachers' performance in carrying out tasks that can be accomplished with good results and efficient.
